Dustin Miller
Dustin Miller serves as our Administrator, under appointment from Governor Otter. He is responsible for the overall efforts of OSC and directly reporting to the Governor.
Dustin has been with OSC since August 2008. His primary responsibilities include coordinating federal Endangered Species Act programs with federal, state and private partners as they relate to the recovery of terrestrial species and resident fisheries.
Prior to joining OSC, Dustin served as the state Natural Resource Field Coordinator to U.S. Senator Larry Craig. Dustin also previously worked for the Idaho Farm Bureau Federation where he oversaw public lands and natural resource issues.

Michael Edmondson
Michael Edmondson serves as Program Manager for OSC overseeing the Upper Salmon Basin Watershed Project, the Clearwater Focus Program, Idaho Fish Accords, Snake River Basin Adjudication, and PCSRF. Areas of responsibility are management of technical and policy issues including recovery funding related to salmon and steelhead. Before joining the Office of Species Conservation, Mike served the Idaho Department of Environmental Quality for 14 years working in Surface Water and managing federal reporting under the Clean Water Act.

Sam Eaton
Sam Eaton serves as Legal Counsel/Policy Advisor for OSC. Sam received his bachelor’s degree at Gonzaga University in Spokane and his Juris Doctorate from the University of Idaho. His duties include providing legal advice to the Office Administrator on natural resource issues such as salmon and steelhead, terrestrial wildlife, and Slickspot peppergrass; litigation; drafting and reviewing contracts and agreements, drafting and coordinating comments on the various federal NEPA and Endangered Species Act (ESA) initiatives; reviewing state and federal legislation; and working with private, state, local and federal agencies involved with ESA issues.

Cally Younger
Cally Younger serves as Legal Counsel/Policy Advisor for OSC. Cally attended Northwest Nazarene University for her undergraduate work and the University of Idaho where she received her Juris Doctorate. Her duties include providing legal advice to the Office Administrator on natural resource issues primarily involving species in the sage-steppe ecosystem such as Slickspot peppergrass and sage grouse as well as collaborating on issues involving charismatic megafauna; litigation; drafting and reviewing contracts and agreements, drafting and coordinating comments on the various federal NEPA and Endangered Species Act (ESA) initiatives; reviewing state and federal legislation; and working with private, state, local and federal agencies involved with ESA issues.

Terry McRoberts
Terry McRoberts currently serves as Project Manager for OSC, providing administrative and technical support to our federal, state and private partners pertaining to Federal assistance programs. Terry concentrates on NOAA’s Pacific Coastal Salmon Recovery Fund grants; US Fish and Wildlife Service's Wolf, Sage Grouse, Slickspot and Aquatic Species Cooperative Agreements. Terry began her career with the State of Idaho in 1991, in administrative fields for Department of Transportation, Insurance and Health and Welfare before coming to OSC in February 2001.

Jon Beals
Jon Beals joined OSC in October of 2008 as a Project Manager. His primary responsibility is to provide administrative and technical support to our federal, state and private partners pertaining to Federal assistance programs such as the Snake River Basin Adjudication Habitat Trust Fund. Jon comes to OSC after 15 years of service with the Idaho Department of Fish and Game’s Conservation Services Section (formally the Nongame Wildlife Program).

Amy Hines
Amy came to OSC in December of 2008 as a Project Manager. Her primary responsibility is to provide administrative and technical support to our federal, state and private partners pertaining to Federal assistance programs such as the BPA Fish Accords. Prior to OSC Amy worked at the State Department of Agriculture serving in the Division of Plant Industries, Noxious Weeds Program as well as the Division of Animal Industries, Animal Identification Program.

Allen Bradbury
Allen Bradbury is a salmon recovery project planner for OSC. He is responsible for project planning for the Upper Salmon Basin Watershed Program in Salmon where he has worked since 1997. He works in cooperation with private landowners and acts as liaison with state and federal agencies to develop habitat restoration projects to benefit anadromous fish. Prior to OSC, Allen worked for Idaho Association of Soil Conservation Districts.

Breann Westfall
Breann Westfall is a project planner for OSC with the Upper Salmon Basin Watershed Program in Salmon, Idaho. Before joining OSC in July 2011, Breann worked at Lemhi Regional Land Trust for two years in Salmon, as the stewardship coordinator and technical advisor, protecting land through conservation easements. Her educational background includes environmental science and hydrogeology.

Abbie Gongloff
Abbie Gongloffis a project planner for OSC with the Upper Salmon Basin Watershed Project. Her primary duties are database management and field project monitoring. Prior to working for OSC, Abbie served as an environmental scientist and botanist for North Wind, Inc.

Moscow Office
Janet Hohle
Janet Hohle serves OSC as manager of the Clearwater Focus Program which implements a portion of the Northwest Power and Conservation Council’s Columbia River Basin Fish and Wildlife Program. The Focus Program is to enhance and restore anadromous fish habitat in the Clearwater River subbasin. Janet joined OSC in June 2010 following 13 years of service to the Idaho Soil Conservation Commission. Prior to working in Idaho, Janet was employed by the Colville Confederated Tribes in Washington State as a geologist and manager for 13 years and the State of Oregon for two years as a mineral development planning specialist.
