Michael Edmondson – Administrator

Mike was appointed administrator by Governor Brad Little in May of 2021. Primary responsibilities include providing the overall direction for agency operations and coordinating Endangered Species Act programs with federal, state and private partners.  Mike has served OSC since 2008 and continues to serve as Program Manager and Policy Advisor for OSC overseeing the Governor’s Salmon Workgroup, Upper Salmon Basin Watershed Program, the Clearwater Focus Program, Idaho Fish Accords, Snake River Basin Adjudication, and the Pacific Coastal Salmon Recovery Fund. Areas of responsibility are management of technical and policy issues including recovery funding related to salmon, steelhead, bull trout, and Kootenai River white sturgeon. Before joining OSC, Mike served the Idaho Department of Environmental Quality for 14 years working in Surface Water in various roles from monitoring and assessment to managing federal reporting under the Clean Water Act.

Joshua Uriarte – Species Program Manager & Policy Advisor

Joshua Uriarte serves as Species Program Manager and Policy Advisor for OSC. He has been with OSC since January 2015. Josh received his bachelor’s degree in Fisheries and Wildlife Science, accompanied by a minor in Forest Management, at Oregon State University in Corvallis. His primary responsibilities include providing technical support and coordinating with federal, state and private partners as they relate to the sage-grouse recovery in Idaho. In his previous position, Josh worked with the Sage Grouse Initiative (SGI) for four years, coordinating conservation efforts. He has experience working with landowners on critical habitat issues.

Graham Freeman – Aquatic Species Program Manager & Policy Advisor

Graham Freeman joined the OSC as the Aquatic Species Manager and Policy Advisor in January of 2022 . Graham’s responsibilities include supervising staff to administer restoration funds and coordinating State’s actions related to aquatic Endangered Species. Before joining OSC, Graham worked for the Idaho Department of Environmental Quality developing water quality improvement plans and implementing various aspects of the Clean Water Act. Graham possesses a B.S. in Environmental Science and a M.S. in Forestry with an emphasis in hydrologic science from the University of Missouri – Columbia.

Amy Hines – Program Manager

Amy Hines came to OSC in December of 2008 as a Program Manager. Amy administers OSC’s funding provided through Bonneville Power Administration and Bureau of Reclamation.  She provides administrative and technical support to our federal, state and private partners in support of Federal assistance programs such as the Idaho Fish Accord.  Prior to OSC, Amy worked at the Idaho State Department of Agriculture serving in the Division of Plant Industries, Noxious Weeds Program as well as the Division of Animal Industries, Animal Identification Program. Amy earned her B.S. in Environmental Science from the University of Idaho.

Jace Hogg – Federal Lands Coordinator

Jace Hogg serves as the Federal Land Coordinator for OSC. His primary duties include being the staff support for the Idaho Roadless Commission and coordinating State agency comments on USFS Forest Plan and BLM Resource Management Plan revisions. He joined OSC in February of 2020, originally as a Policy Analyst in the Terrestrial Species Department. Prior to OSC, Jace worked with the University of Idaho Policy Analysis Group and the Bureau of Land Management Upper Snake Field Office. Jace earned his B.S. in Environmental Science with a minor in Political Science from the University of Idaho.

Lisa McIntosh – Financial Officer

Lisa McIntosh joined OSC in December 2018 as the Financial Officer. Lisa earned a master’s degree in Accounting from the University of Phoenix, a master’s degree in Business Administration from Regis University, a bachelor’s in Finance from Weber State University and has held various financial management and leadership positions throughout her career.

London joined OSC in December 2021 as Associate Legal Counsel. London earned her B.S. in Zoology in 2017 from Oregon State University and her J.D. from Lewis and Clark Law School in January 2020.

Jared Talley – Idaho Science and Technology Policy Fellow 

Dr. Jared L Talley joined OSC in August of 2021 as an Idaho Science and Technology Policy Fellow through the McClure Center for Public Policy Research at University of Idaho. He received his PhD in Philosophy (focusing on Environmental Governance) from Michigan State University where his research concentrated on understanding social and policy obstacles to robust community collaboration in conservation management in the American West. Prior to his doctorate, Talley received his MPA in Environmental Policy and Natural Resource Management from Boise State University and a BA in Philosophy from Boise State University.

Daniel Bertram – Species Program Manager and Policy Advisor: Upper Salmon Basin Watershed Program

Daniel Bertram joined OSC in August 2013 as the Project Coordinator for the Upper Salmon Basin Watershed Program. Areas of responsibility are to supervise staff to coordinate and manage tasks related to fish and wildlife habitat restoration, project development and implementation in the upper Salmon River subbasin. Prior to joining OSC, Daniel was the Lemhi County Weed Superintendent and department head since 2006. His education background includes a B.S. in Fisheries Resource Management and another in Wildlife Resource Management.

Abbie Gongloff – Program Manager: Idaho Pacific Coastal Salmon Recovery Fund

Abbie Gongloff has served as a Program Manager for OSC since January 2020.  Abbie administers OSC’s Pacific Coastal Salmon Recovery Fund and its many subawards.  Abbie worked for OSC as a Project Planner in the Upper Salmon Basin Watershed Program from 2010 through January 2020.  Prior to working for OSC, Abbie served as an environmental scientist and botanist for North Wind, Inc.

Justin Saydell – Project Planner

Justin Saydell serves as a Project Planner for the Upper Salmon Basin Watershed Program.  He joined OSC in April of 2020. Prior to OSC, Justin worked as a Project Manager with the Columbia River Estuary Study Taskforce in Astoria, Oregon.   Justin’s educational background includes a B.S. in Ecology and Conservation Biology from the University of Idaho and a Master of City and Regional Planning degree from Cal Poly State University.

Jonathan Viti – Planner/ Restoration Specialist

Jon Viti serves as a Project Planner for the Upper Salmon Basin Watershed Program. He joined OSC in January of 2023. Prior to OSC, Jon worked as a Project Coordinator for the Beneficial Use Reconnaissance Program with the Idaho Department of Environmental Quality. Jon’s educational background includes a B.S. in Environmental Science from the University of Vermont and a M.S. in Environmental Studies from Ohio University. In his spare time Jon likes to get outside to go mountain biking, snowboarding, and backpacking with his dog, Nova.

Ryan Banks – Species Program Manager and Policy Advisor: Clearwater Focus Program

Ryan Banks joined OSC in January 2020 as the Program Manager for the Clearwater Focus Program. His primary responsibility is to provide support to OSC’s project partners developing and implementing fish habitat restoration projects in the Clearwater basin. Prior to joining OSC, Ryan worked for the Pacific States Marine Fisheries Commission since 2010 and served 8 years as a city councilor for the City of Genesee, Idaho. His educational background includes a B.S. in Fisheries Resources from the University of Idaho and a B.A. in Business Administration from Eastern Oregon University.

Austin Terrell – Terrestrial Species Project Manager

Austin Terrell serves as the Terrestrial Species Project Manager located in Sandpoint, ID.  He joined OSC in October 2022.  Prior to OSC, Austin worked for the Idaho State Department of Agriculture in the Range Management Program.  His primary responsibilities at OSC are providing technical support and coordinating with partners on all aspects regarding terrestrial endangered species in North Idaho.  This is includes Grizzly Bears, Canadian Lynx, Wolverines, Woodland Caribou and more.  Austin is also responsible for administering the Wolf Depredation Prevention Program for OSC. Austin received his bachelor’s degree in Rangeland Ecology and Management from the University of Idaho in 2016.
