In 2008, the Bonneville Power Administration, The U.S. Army Corp of Engineers, and the U.S. Bureau of Reclamation (collectively referred to as the Action Agencies) entered into a Memorandum of Agreement (Agreement) with the State of Idaho to address issues associated with the direct and indirect effects of construction, inundation, operation and maintenance of the Federal Columbia River Power System (FCRPS) and the Bureau of Reclamation’s Upper Snake River Projects, on the fish and wildlife resources of the Columbia River Basin. Part of this Agreement included funding for habitat projects that provide biological benefits for ESA listed fish. Since 2008, the Idaho Governor’s Office of Species Conservation has administered funds from this agreement to project partners to address limiting factors of ESA listed fish in Idaho.
